Notification of changes to association rules

Every time your association decides to change its rules, you must file a notification of changes with the Register of Associations and enclose the changed rules with the notification.

Please note that the online filing service is only available in Finnish and in Swedish.

First, read the instructions which you can find in the menu. If there are illegal provisions in the rules, the PRH will ask the association to fix them, which will delay the registration of the rules.

Please note that the rules of an association must be written in Finnish or in Swedish.

Who files the notification online?

The chairperson of the association’s executive committee signs the notification.

If the association has filed its executive committee with the Register of Associations, then any adult committee member can also sign the notification. Associations have been able to file the executive committee for registration from 18 September 2019.

Please note: Committee members who have only been registered as persons entitled to sign for the association have no right to sign the notification.

The person who signs the notification must have a Finnish personal identity code, and personal internet banking codes, a mobile certificate, or an electronic identity card (HST card).

If the person who fills in the notification is not entitled to sign for the association, he or she must give the filing ID (asiointitunnus, ärendenummer) of the notification to the person entitled to sign, so that the person can log in to the service to sign the notification.

What does it cost to file online?

A notification of changes to association rules costs 110 euros, if the PRH has not preliminarily checked the rules.

A notification of changes to association rules costs 55 euros, if the PRH has preliminarily checked the rules and if the preliminary check is based on an application filed in 2017 or later. Read more about the preliminary check.

How to file a notification online

Edit the changed rules of your association in the online filing service of the Register of Associations. If the rules are not already available in electronic form in our system, copy and paste them as a whole from your computer’s word processing program. Remember to clear all document formatting before copying and pasting the text into the text box.

Has the PRH preliminarily checked your association rules?

You need a record number of the preliminary check decision to be able to file a notification. The record number has the form 20XX/XXXXXXY. If the rule change is based on a preliminary check that a federation has ordered from the PRH for its local associations, request the record number of the preliminary check decision from your federation.

When you have given the record number of the preliminary check decision in the online filing service of the Register of Associations in Finnish or in Swedish, the preliminary checked rules will be included in your notification.

In the online filing service, you can only file rule changes based on preliminary checks made recently.

If you are filing a rule change of a local association, and the rule change is based on a preliminary check that your federation has ordered from the PRH before 2017 (the record number of the preliminary check decision starts with 2016 or earlier), select “Ei ole ennakkotarkastettu" or “Nej, stadgarna har inte förhandsgranskats" (the rules have not been preliminarily checked) in the online filing service. Then the handling fee is 110 euros.

You do not have to enclose any minutes or extracts of them.

The notification is signed, sent, and paid in the online service.

Pay the notification in the online service after it has been signed. Anyone can pay the handling fee, and it is paid by using internet bank codes or by credit card. Please note that the PRH will not process your notification until you have paid for the handling fee.

Go to the online filing service of the Register of Associations in Finnish and in Swedish. Start by identifying yourself via the suomi.fi service.
