Automated decision-making when changes to contact details are filed with the Finnish Trade Register or the Finnish Register of Associations
The PRH may use automated decision-making when companies or non-profit associations file changed address or other contact details with the Finnish Business Identity Code Register. We began to use the automated decision-making on 2 November 2009.
We do not register all changes to address and contact details automatically. Only contact details according to the specifications made in the online filing service are registered automatically. Otherwise, the notification must be filed using a paper form, and then the notification is handled by an officer in charge of the processing.
The conditions for automated decision-making are specified in the online filing services of the Trade Register and the Register of Associations. The specifications are provided in the deployment decision and the processing rules.
When can notifications be processed automatically?
The PRH can automatically process notifications if the notification was filed using the online service at ytj.fi (companies) or the online filing service of the Finnish Register of Associations (associations) in Finnish or Swedish.
In addition, the notification must meet the following conditions:
- The notification does not contain details that require case-by-case consideration.
- The notification is signed by a person entitled to sign the notification by law.
- We have no reason to suspect that the filed details are incorrect.
How do I know if a notification is processed automatically?
When the changes to contact details have been filed using the online service, the service shows that the registration will be made automatically and where you can find more information about automated decision-making.

Can I appeal automated decision-making?
Companies or associations cannot appeal against the use of automated processing for notifications at the PRH. In addition, companies or associations cannot appeal against the registration of details of notifications at the register.
The PRH registers new contact details based on the company’s or association’s notification. In these cases, Finnish legislation does not require that an administrative review can be requested.
The PRH has assessed that automated decision-making does not put obliged companies or associations in unequal positions.
