The PRH may use automated decision-making in negligence fee procedures relating to companies that have neglected to file their address details. We begin to use the negligence fee procedures on 27 January 2025.
In the negligence fee procedure, the PRH imposes a negligence fee on obliged entities that do not file their address details despite the PRH’s request. Read more about the negligence fee and how it is imposed.
The conditions for automated decision-making are specified in our Trade Register processing system. The specifications are provided in the deployment decision and the processing rules.
When can a matter be processed automatically?
The PRH can automatically process matters of imposition of a negligence fee if the PRH does not during the procedure receive written reports from the company that require case-by-case consideration by a public official
How do I know if my matter is processed automatically?
We send the company a decision together with payment instructions and instructions for requesting an administrative review. The decision shows if the matter was decided upon automatically and where you can find more information about automated decision-making.
Where can I find more information about automated decision-making?
Our deployment decision in Finnish and Swedish provides the grounds for the automated processing of matters of imposition of a negligence fee.

Can I appeal automated decision-making?
Companies cannot appeal against the use of automated processing for the negligence fee procedure at the PRH.
The PRH has assessed that automated decision-making does not put obliged companies in unequal positions.
