Automated decision-making when changes to persons responsible for an association or notifications of own resignation or of terminated appointments are filed with the Finnish Register of Associations

From 15 November 2024, the PRH may use automated decision-making when changes to persons responsible for an association or notifications of own resignation or of terminated appointments are filed with the Finnish Register of Associations.

We do not register all notifications automatically. The notifications are handled by an officer in charge of the processing if they include details which do not meet the conditions for automated decision-making.

The conditions for automated decision-making are specified in the online filing service of the Register of Associations and in the register’s processing system. The specifications are provided in the deployment decision and the processing rules.

When can notifications be processed automatically?

The PRH can automatically process reported changes to the persons responsible for an association or notifications of own resignation or of terminated appointments if the notification has been filed online in Finnish or Swedish and no attachments are included.

In addition, the notification must meet the conditions below.

Changes to persons responsible for an association

Notifications of changes to persons responsible for an association must meet the following conditions:

  • The reported person responsible for the association is appointed as the chairperson of the executive committee or as a person entitled to sign for the association.
  • The reported person is eligible to be appointed.
  • The notification is signed by a registered person responsible for the association and this person will continue as a person responsible for the association.
  • We have no reason to suspect that the filed details are incorrect.

Notifications of own resignation or of terminated appointments

Notifications of own resignation or of terminated appointments must meet the following conditions:

  • The resignation or terminated appointment relates to the appointment as the chairperson of the executive committee or as a person entitled to sign for the association.
  • The notification is signed by a person entitled to sign the notification by law.
  • We have no reason to suspect that the filed details are incorrect.

How do I know if a notification is processed automatically?

When the notification has been registered, we inform the contact person by email that the extract from the Register of Associations is available by logging in to the online filing service. The extract shows if the registration was made automatically and where you can find more information about automated decision-making.

Where can I find more information about automated decision-making?

Our deployment decision in Finnish and Swedish provides the grounds for the automated processing of changes to the persons responsible for an association or notifications of own resignation or of terminated appointments.

Can I appeal automated decision-making?

Associations cannot appeal against the use of automated processing for notifications of changes at the PRH. In addition, associations cannot appeal against the registration of filed changes at the Finnish Register of Associations.

The PRH registers changes based on the association’s notifications or, when it comes to resignations or terminated appointments, based on notifications personally filed by persons responsible for the association. In these cases, Finnish legislation does not require that an administrative review can be requested.

The PRH has assessed that automated decision-making does not put associations in unequal positions.
